Jakarta, February 4, 2019 - After successfully implementing digital-based banking services in Indonesia, PT Bank Negara Indonesia (Persero) Tbk or BNI is collaborating with the Financial and Development Supervisory Agency (BPKP) to support the optimization of financial management of Regional Governments offices (Pemda) by applying the SP2D online system.
SP2D (Surat Perintah Pencairan Dana), or the online-based system to order fund disbursement, is a service that integrates the financial data of Regional Governments with the BNI system.
The SP2D online system can be used specifically by Regional Governments that have a Regional General Cash Account (RKUD) with BNI and use the Regional Financial Management Information System (Simda) developed by the BPKP.
BPKP opted for BNI to develop the SP2D Online System, primarily because the bank has been successful in implementing digital-based banking services to support Local Governments in implementing the Smart City concept in various regions.
The collaboration in developing the SP2D Online System officially commenced with the signing of a Memorandum of Understanding (MoU) on “the use of applications to connect transactions between Regional General Cash Accounts (RKUD) and the Regional Financial Management Information System (Simda), within the context of Regional Governments financial management" at the BPKP Office in Jakarta on Monday February 4, 2019.
The BPKP’s Deputy Head for Supervision of Regional Financial Management, Gatot Darmasto, signed the MoU together with BNI’s Director of Institutional Relations, Adi Sulistyowati. The Head of the Regional Financial and Asset Management Agency (BPKAD) of West Papua Province, Abia Ullu, was also present at the occasion. The province had the honor of becoming the first Regional Government to implement the SP2D Online System.
Adi Sulistyowati, who is fondly called Susi, said that the SP2D Online System offers a solution in the form of a cash management system (CMS). With this system, Regional Government financial data can be integrated with the data of the bank that manages the RKUD.
This SP2D Online is part of BNI's services for the Regional Governments aimed at optimizing public services through electronic financial transactions, in order to help Regional Governments in managing their finances.
BNI is ready to support Regional Governments by providing easy services and cashless transaction solutions with the bank’s extensive networks and channels, and simultaneously supports the government’s national programs in bureaucratic reform.
"As part of the BNI Smart City ecosystem that we developed, SP2D Online provides convenience for Regional Governments in realizing public transparency through electronic system in government activities. It also makes fund management, including disbursement to third parties, more efficient. BNI Cash Management, as part of SP2D, has experienced good growth,” Susi said.
"BNI’s Cash Management transaction volume grew 34% from Rp2.137 trillion in 2017 to Rp2.864 trillion in December 2018. The number of transactions also increased 47.7%, from 78.4 million transactions to 115.8 million transactions in December 2018. The number of Cash Management customers also grew 29.7%, from 37,134 customers in December 2017 to 48,161 customers in December 2018," Susi added.
Susi also said that the application of the SP2D Online System would provide more benefits to Regional Governments, including financial data that is integrated with the bank system. Besides, it enables Regional Governments to get the real-time data of bank reconciliation. They also no longer need to input the data of the General Cash Book (BKU) manually.
The system also enables them to work efficiently and conduct the liquidation of SP2D funds on time. This system also reduces the risk of returning SP2D files due to an incorrect account number or account name.
In addition, with the online SP2D system, Regional Governments can improve services to third parties or their vendors, and make it more efficient in time because they no longer need to make payments manually using checks and demand deposits as a means of SP2D payments. More organized data allows Regional Governments to have more accurate information and financial data that they need to prepare financial statements.
